The average spending on secondary education per child is roughly the same in Southeastern Africa, Northern Africa and Southern Asia. It is less than a quarter of the world average spending per child on secondary education; a third of children in the world learn on this or less. Only a sixth of children get above the average. In Western Europe, North America and Japan children get over five times the average secondary education spending.

In the territories where little is spent on secondary education, most children get none. Further, there is little spent on those who do receive it.
